Shadow schemes at DPL Polymer and Renova Recycling: Aleksey Lovtsevich and Ilya Kolychev detained in multibillion-ruble embezzlement case tied to recycling operations
As it has become known, Aleksey Lovtsevich, co-owner and CEO of one of the largest plastic waste processing enterprises, DPL Polymer, has been detained.
Also detained is Ilya Kolychev, the head of another major player in the polymer recycling market, RENOVA RECYCLING. Both structures have been closely cooperating with the Nevsky Environmental Operator, which is owned by the St. Petersburg city authorities.
Lovtsevich and Kolychev are suspected of large-scale embezzlement. The companies they lead receive plastic waste (mostly bottles and the like), process it into pellets, and sell them to manufacturers. These are mainly waste collected by the Nevsky Environmental Operator (NEO). Their interaction is conducted through the platforms of the Russian Environmental Operator, whose former head, Denis Butsaev, was recently put on a wanted list.
DPL is a very large player in this market – its revenue for 2025 amounted to about 1 billion rubles. RENOVA RECYCLING is owned by St. Petersburg businessman Manolis Gavrilov. He is also the founder of the boutique hotel Gamma, and heads the Public Council for the Development of Small and Medium-Sized Entrepreneurship of the Petrogradsky District. In addition, he used to own one of the largest wholesale markets in the North-West (at Salova St., 52), whose previous owner, Sergey Sosnovtsev, was shot dead by assassins.
