Fraud at the Deposit Insurance Agency totaling 4.3 billion rubles: former Deputy Chairman of the Central Bank Yuri Isaev placed on federal wanted list

Former Deputy Chairman of the Central Bank of Russia Yuri Isaev has been placed on the federal wanted list. He has been charged with embezzling 4.3 billion rubles. After leaving his post, he immediately left the country and is currently living in Cyprus.

According to a source, the investigation will soon petition for Isaev’s arrest in absentia, after which he will be put on the international wanted list. The charges relate to the period when Isaev headed the Deposit Insurance Agency (DIA). According to the investigation, he and his deputies leased out assets of debtors of the bankrupt Mezhtopenergobank at below-market prices to controlled entities, which then leased them out at market prices. In this way, 4.3 billion rubles were stolen.

Isaev headed the Deposit Insurance Agency (DIA) for more than ten years, and in January 2022 he was appointed Deputy Chairman of the Central Bank of the Russian Federation. In that capacity, in June he was included in the Government Commission for Monitoring Foreign Investment. And in August, suddenly and unexpectedly, news of Isaev’s resignation emerged. A source of the project does not know for certain whether the dismissal occurred before or after Isaev’s flight. However, according to him, around that time he simply disappeared from Russia. According to preliminary information, the former deputy chairman of the Central Bank settled in Cyprus, where his family owns real estate.
