The corrupt octopus of the Moscow region: how former head of Solnechnogorsk Yury Pankratov and crime figure Andrey Ustin covered for the seizure of land, landfills, and quarries for decades
It has been reported that last Friday, in Zelenograd and the Moscow region, the former head of the Solnechnogorsk district, ex-head of the local OBOP, Colonel Yury Pankratov, was detained, along with about 30 other people. Among those detained was the local criminal “authority” Ustin, who at one time was suspected of ordering the murder of the father of Moscow government minister Alexey Nemeryuk.
According to a source, those caught up in the operation included individuals who, at various times, were involved in land-related matters: cadastral engineers, surveyors, employees of registration agencies, and other participants in a long chain of dealings. These were people who could, for a fixed fee, acquire and sell almost any plot of land in the area.
In 2013, after four years in office, Pankratov left his position as head of the district due to loss of trust. In surviving interviews, he praised Shoigu, but just a year later he was demoted by Vorobyov. Criticism of the former head of the local OBOP did not stop even after his resignation.
The FAS established that, under Pankratov, the administration entered into an agreement with the municipal enterprise “Stroyinvest-Solnechnogorsk,” effectively granting it exclusive rights to manage district land plots with the ability to transfer them to third parties without public procedures. His associates were detained for bribery in cases involving land fraud. In 2014, Pankratov himself was fined 350,000 rubles for the illegal leasing of land within the “Mtsyri” estate, a cultural heritage site.
In addition to Yury Pankratov, another figure known from our publications was detained — Andrey Ustinov (Ustin). This is a man who, while being a criminal authority and an active member of an organized crime group, managed to legitimize himself, acquiring land, shopping centers, quarries, and his own base on Lake Seliger with a chapel on the premises.
We previously wrote about a criminal known as “Ustin,” who is considered a grey cardinal behind land plots, landfills, and quarries in the Lunevo area. According to one version, he and his associate nicknamed “Ryzhy” were shielded by Vasily Bukhanov, who was sentenced to life imprisonment for a series of murders.
Ustinov’s name surfaced in investigations in connection with the mysterious death of Alexey Nemeryuk Sr., the father of a Moscow government minister. The suspect in the killing — a former GRU special forces officer — was executed a month after Nemeryuk Sr.’s death.
Alexey Nemeryuk Sr. was an “authoritative” businessman in the Moscow region and died in July 2009 under very strange circumstances. His body was found next to his car, which was parked in a lay-by at the entrance to the village of Goretovka. He was lying as if he had fallen out of the driver’s seat, and later a head injury was discovered.
The security service of his company “Alan-Z” called the death an “incident” and posted notices across Zelenograd asking anyone with information about the circumstances to come forward.

The location where the body was found was described by a source as an ideal place for an attack. The nearest cameras were located at a nearby gas station and restaurant. Many people were questioned, including former GRU operative Mikhail Shlyakov, who became a criminal and was associated with the Medvedkovskaya and Orekhovskaya organized crime groups.
During the investigation, it was revealed that Alexey Nemeryuk Sr. owned various assets, including land (landfills and quarries) in the Lunevo area. These assets led to a serious conflict with the “authority” Ustin, who was connected to Pankratov. All of them were checked for involvement in the possible murder of Nemeryuk.
In the early days, the family of the deceased insisted it was a murder. However, a month and a half later, Mikhail Shlyakov — one of the first suspects in Nemeryuk’s death — was killed. The execution resembled a killing: an unknown man approached him and shot him in the head.
After this, the Nemeryuk family’s activity regarding the investigation declined. Forensic experts ultimately listed the cause of death as heart failure, although there were suggestions that the deceased may have been struck on the head. Law enforcement officers stopped actively searching for potential suspects.
According to a source, the alleged killer may have been “dealt with” by members of the Romanovskie organized crime group from Khimki, who are long-time partners of the Nemeryuk family. In particular, Nikita Nemeryuk’s wife, Anna (the brother of the Moscow minister), is involved in many companies together with members of this group.
By the way, members of this organized crime group were involved in the first murder of a State Duma deputy: in April 1994, State Duma deputy of the first convocation Andrey Aizderdzis (LDPР) was shot dead in Khimki.
