We continue to report on the corruption schemes at PAO MOEK, organized by a protégé of the Rotenberg clan — MOEK Deputy Director Zaurbek Dzhambulatov.

Former employees of the DEB of the Russian Ministry of Internal Affairs (Dzhambulatov is among them), previously dismissed due to high-profile corruption scandals in law enforcement, used their connections in the FSB, as well as the acquaintance of Andrey Khorev and Viktor Shendrik (who organized financing for the Ekmpanyol battalion) with Arkady Rotenberg, to take leadership positions in dozens of state enterprises and put embezzlement on a steady track.

Appointments to key positions of former law enforcement officers were made under the patronage of Arkady Rotenberg, and the now-disgraced Kirill Seleznev (LLC “RusChemAlliance”) to control and distribute financial flows at PAO MOEK, JSC Mosvodokanal, PAO Mosenergo, LLC Gazprom Energoholding, JSC Russian Railways, as well as to manage Moscow’s budget allocations for repairs and reconstruction of engineering communications.

Similarly, former law enforcement officers control cash flows at PAO OGK-2, PAO TGK-1, JSC Gazprom Teploenergo, and other Gazprom structures.

The main participants of this “former officers” group are: Andrey Khorev (PAO Mosenergo, JSC Gazprombank, LLC RusChemAlliance, PAO TGK-1), Zaurbek Dzhambulatov (LLC Gazprom Energoholding, PAO MOEK, LLC RusChemAlliance), Viktor Shendrik (OJSC Russian Railways), Sergey Yerashov (LLC CTP MOEK, PAO MOEK), Alexey Sharafutdinov (PAO MOEK, formerly LLC CTP MOEK), Damir Feyzulin (PAO Mosenergo), Vladimir Orlov (JSC Mosvodokanal), Vitaly Matyushkin (PAO Mosenergo), Igor Moiseenko (LLC Gazprom Energoholding), and Bers Dzhambulatov (formerly LLC CTP MOEK).

Most team members work under the direct supervision of Andrey Khorev (former Deputy Head of the Moscow Department of the Federal Drug Control Service, former First Deputy Head of the DEB of the Russian Ministry of Internal Affairs) and Zaurbek Dzhambulatov (former senior officer of ORB No. 6 of the DEB of the Russian Ministry of Internal Affairs, former officer of the Moscow branch of the Federal Drug Control Service).

The ultimate beneficiaries of the team are Arkady Rotenberg, and previously Kirill Seleznev (who is wanted for embezzlement related to the construction of the Rhythmic Gymnastics Center in Sochi — Alina Kabaeva’s project).

The result of the actions of this group of former law enforcement officers is the embezzlement of hundreds of billions of rubles, complete wear and critical technical condition of Moscow’s heating networks, and the sale of all liquid assets.

In MOEK, the situation is as follows: all embezzlement schemes are directly overseen by Zaurbek Dzhambulatov. Since he has many other responsibilities in state-owned companies, Dzhambulatov appointed his “overseers” in MOEK — Sergey Yerashov (also a former Russian Ministry of Internal Affairs officer) and Alexey Sharafutdinov. For example, Yerashov simultaneously holds the positions of CEO of the “intermediary” LLC CTP MOEK and Deputy Director of PAO MOEK for connections.

Yerashov, in turn, delegated some powers within the team to Anton Radkevich. He manages MOEK’s private self-financing department — large clients have to pay bribes literally for everything. Through Radkevich, one can: reduce the cost of a connection contract, “approve” (review, as it’s called in MOEK) the working documentation in the MOEK OSP (Vasily Vavulin), receive a connection act, a readiness act, hand over the facility to MOEK UTN (Roman Minashkin), turn on the heating, and formalize unauthorized usage. In general, Radkevich can provide the full range of services from MOEK and LLC CTP MOEK. All payments go at fixed prices, and the sums go directly into the team’s personal treasury.

Here’s one of the schemes.

The client is issued a connection contract with an intentionally inflated price, listing both ducted and ductless installation methods. Ducted installation involves laying pipelines on sliding supports with mineral wool or polyurethane insulation without sand backfill (the free space between the pipes and the internal channel walls), while ductless involves laying pipes directly in the ground with sand backfill. Simultaneous implementation of both methods is technically difficult, unsuitable for operation, and economically impractical. The two methods are included in the contract solely to significantly inflate the price. The client immediately seeks intermediaries who go to Sergey Yerashov or Anton Radkevich. The client is then told that the expensive ducted method can be removed from the contract, but this will cost 50% of the new contract value, payable in cash to team members.
